what exactly are you trying to do? are you trying to close any file or folder?

method 1:

step 1:

try to restart your computer in safe mode and check if the problem persists.

if it works fine in safe mode try performing a clean boot to find the root cause

step 2:

method 2:

delete all the files under temporary

a.     click on start.

b.    type “%temp%” without quotes and press enter.

c.     delete all the files in the
thư mục.

i would also suggest you to clear the temporary internet files and check if it helps:

this happens to me periodically and has done since w95, maybe earlier. today, i wanted to drag and drop a
thư mục from within another folder to the desktop. i received this message. nothing is open in any other program. all the advice in these forums from ms is less than useless. it’s a microsoft issue and users should not have to use workarounds to fix it. 

that said, i did the usual thing when i get this irritating-beyond-belief message: create a new folder on the desktop with the same name as the folder i’m trying to move, then drag each file from within the ‘home’
thư mục to the new ‘destination’
thư mục [tedious], then delete the old home folder.

now that fix may not work for everyone and it is mind-numbingly tedious to move files one at a time, but it works for me.

this answer cant be serious. sorry, the guy is just trying to drag and drop a folder, and it may even need to restart computer? delete hidden files? wat?

i run a windows server so i can’t just restart everytime there is an issue as a direct result of faulty windows programming. 

what i have found that works is to use the task manager to find applications (e.g. windows explorer, notepad) which you don’t see a window for, but the process is still running.  end each of these and then try again.

what worked for me on windows 10 was to “sign out” of my id, let it log me off, and log back in on the lock screen. (for me the “sign out” option is in the profile icon above the power icon when pressing the start button.)
